What ceiling height do I need for this chandelier?

The fitting height is 52cm, plus the cable drop (up to 100cm, adjustable). For a dining room, the bottom of the chandelier should sit 75–85cm above the table. For a hallway or living room, allow at least 210cm clearance from the floor to the bottom of the fitting. A minimum ceiling height of 280–300cm is recommended for this size of chandelier.
Why is the max wattage 40W per socket rather than 60W?

The enclosed opal glass globes limit heat dissipation, so the maximum safe wattage per socket is 40W. Modern LED bulbs at 4–6W (equivalent to 40W) run cool and are well within this limit. Do not exceed 40W per socket with any bulb type.
Does my ceiling need special reinforcement to support 11kg?
