What is the difference between 360° rotation and 280° head adjustment?

The 360° rotation refers to the arm — it can swing fully around the wall bracket in any horizontal direction. The 280° head adjustment refers to the lamp head itself, which tilts up, down, and to the side independently of the arm position. Together, these two movements give you near-total directional control over where the light points.
Does it need to be hardwired or does it plug in?
